Besides the increase in CC is there a reason why I wouldn't run basalt monoliths over the restricted grim monolith? I've been thinking of dusting off the whole Power artifact/monolith= lots of colorless mana thing. I'm just wondering if I was missing something.

Because there are better 2 card combos in vintage that practically wins the game on the spot, unlike your combo which needs a third card to use the infinite colorless mana. The combo is fun and with some nice beta basalts you'd have yourself a nice vintage casual combo deck. It's too slow to compete in the powerpacked meta right now.
The discussion is rather, should Grim Monoloth be unrestricted?
It hasn't seen play in ages I believe, only as a substitute for better.

Un-restriction is an option. It does seem like this card hasn't received alot of play... well, at least as far as I can remember. I guess I'll stick with my vault/key until some new Tech arrives. My brain is racked... It seems like the world was so much easier back around Mirage/Rath blocks.

Well, this actually could be a good time to innovate. Unfortunately the format got faster so you'd have to come up with something smart.
The meta is settled since restrictions so I'd suggest hating it out. Lots of artifacts around these days...
