Yes, in a Tez deck Impulse is better but I guess that if you play cards that need to be in the yard to be effective the Strategic Planning becomes a little bit of more value. Still, Impulse is an instant and allows you to look at the top four cards. And although Planning really let's you dig and fill your graveyard at the same time Tez decks do not have enough cards they want to be putting in the graveyard for somekind of combo, making Impulse superior.

But if you were to play a Control Slaver type deck, Strategic Planning would obviously be better than Impulse, even though it's a sorcery.
