If I discard 20 cards, and there is are no creatures in play, can I only target my opponent?  Do I need to target myself?

You can't set X higher than the number of possible targets. Since you and your opponent are the only two targets in this situation, at most you can discard 2 cards to deal 2 damage to both you and your opponent. You can only discard 20 cards if you have 20 different targets.
