In spite of the fact that it fails miserable against Null Rod I think this deck could be a fun surprise if built correctly. To review, you sacrifice Sword to Foundry generating a token which in turn brings back the sword generating five artifacts for the Time Sieve without any net loss of permanents. I also tried using Myr Servitor and Artificier's Intuition but it was way too clunky and slow. This still requires at least three cards and five mana so it might still be a bit slow but it seems like a neat rogue deck anyway.

Artifact:25
1 Inkwell Leviathan
4 Thopter Foundry
4 Sword of the Meek
4 Time Sieve
4 Sensei's Divining Top
5 Moxen
1 Lotus
1 Sol Ring
1 Mana Crypt

Black:6
2 Thought Seize
1 Yawgmoth's Wil
1 Demonic tutor
1 Vampiric Tutor
1 Imperial Seal

Blue:12
4 Force of Will
2 Repeal
1 Tinker
1 Thirst for Knowledge
1 Timewalk
1 Ancestrall
1 Brainstorm
1 Ponder

White:2
2 Enlightened Tutor

Land:15
1 Tolarian Academy
4 Underground Sea
4 Tundra
3 Polluted Delta
3 Flooded Strand

So you've got plenty of search, a touch of disruption, a way to remove Null Rod, and a relatively stable mana-base. I plan on testing this but can't see it being better than tier two.
There's no real reason to play this over Tezerret and you could probably even add that combo in here also. I just though I'd put this out there to add to the overall discussion...

Hmm it's a cheaper alternative than buying a time vault, so you could call it budget tez :-\. Perhaps take a tez list and swap out the key/vault for 2 of the 3 artifacts in your combo, and then fit the third in somewhere.

Drop one Time Sieve - 4 seems to many and add at least one Transmute Artifact?

4 Tops seems too many- but unsure of what route to go to for repleacements.  Confidant seems a consideration since your in black - could be utilized/sacrificed with the Ironworks (see comment below)

Pentavus might be a consideration in this build? It at least uses Sword of the Meek somewhat - replacement for Inkwell?

I am not sold on the 2 Enlightented Tutors for the white although the Thopter Foundries can be cast with them. If you stay white you could explore Auriok Salvagers to recurse infinite turns with moxen - maybe use a more bomberman shell.

Krark-Clan Ironworks is used in some of the Extended and Legacy Versions to go infinite life and infinite thopters, could consider adding it since you have so many artifacts that are sacrificial targets. Ashnod's Altar is an option if your going the Thopter Foundry Route.

I would try and make room for at least one basic land to help against wasteland. Possibly a Tundra could be changed over.

Overall interesting port over from Extended/Legacy.

take out a top for another thoughtseize. try to fit a forth one in too, you definately need more disruption to support a 3 card combo deck.

Where are the Argivian Finds?  Also, the main reason the deck works in Ext/Legacy is because of the critical mass of 'draw a card' artifacts, along with Open the Vaults.  My suggestion would also be be to place this in a Bomberman-esque shell so that you can abuse the 1-mana filtering artifacts, like Terrarion and Chromatic Star.
