So I am going to a non-proxy vintage tournament and its free with junk DCI foils for the prize. I have no idea what to play, I don't own power but have a few duals and other stuff (nothing over say $40 a card). This is what I tossed together and I am at a lose, don't know what to really do with it.

Heres the list:

Lands:
5x Island
3x Plains
3x Flood Plain
1x Flooded Strand
1x Polluted Delta
1x Tolarian Academy
3x Wasteland
1x Strip Mine
1x Tundra
2x Maze of Ith

Blue:
4x Force of Will
4x Propaganda
2x Daze
2x Arcane Denial
2x Mana Leak
1x Echoing Truth
1x Brainstorm
1x Bribery
1x Mystical Tutor
1x Thirts for Knowledge
1x Ponder
1x Tinker

White:
4x Ethersworn Canonist
2x Windborn Muse
1x Balance
1x Enlightened Tutor
1x Disenchant

Gold:
2x Wall of Denial

Artifacts:
4x Black Vise
1x Sol Ring
1x Lotus Petal
1x Sensei's Diving Top
1x Darksteel Colossus

So the thing is, I have no idea what to expect. The place plays by strange rules even thought its DCI sanctioned. You can mull two 7 1-2 times, no sideboard (so I probably tried to put to much in the deck to cover everything). The deck is 62 cards. Give me some input, other suggestions, whatever.

No sideboard? a couple of free mulligans to 7? Well, my friend the choice narrows down to fast combo (ad nauseum, long, or belcher), lock stax, or ichorid under those guidelines. Those are basically the decks that steal game one. And, since there is no sideboard every game is game one. And, since you are budget that leaves ichorid. I would play ichorid and come prepared to play against the mirror match (ie. pack leylines into the manaless version).

Manaless ichorid seems ideal - no boarding and free mulls. If you don't have bazaars just use breakthrough and cephalid colleseum like legacy builds. Don't bother with serum powder since you have free mulls - use leylines instead to keep your bridges alive and for the mirror, and don't forget to use angel of despair main since you can't side

I would play empyrial archangel as your dread target as you will probably run into aggro seeing as its sanctioned and therefore proxyless.

This seems like sound advice and is probably your best bet, OP.

If you decided to stick with UW, I would definitely cut Arcane Denial for almost any other two mana counter—it's that awful.  Bribery is fun but ridiculously slow, especially without acceleration in the form or drains or moxen or whatnot.  If you expect any power at all, definitely consider maindeck Null Rods.  Or at least swap Black Vise for  Pithing Needles.  Also, I'd drop the Mazes since they are useless a lot of the time.  In general, that deck list you posted is pretty horrible in my opinion.  Not trying to be mean or anything but meh..you could do better with a pretty similar card pool.

One thing I have always thought about is using Canonists in an aggro-controllish build of Forbiddian to take the place of Arcane Lab.  I dunno how viable it would be, I've never tested it, but it's a thought.  You could even cut Wastelands to run Back to Basics with lots of sac lands and basics.  I guess I might as well be brave and venture a deck list

I was thinking something to the effect of

Creatures
4 Canonist
4 Ophidian
1 Darksteel

Countermagic
4 Counterspell
4 Force of Will
2 Forbid
3 Misdirection

Artifact
2 Powder Keg (good against random aggro decks)
4 Pithing Needle
2 Sensei's Divining Top

Other
3 Back to Basics
1 Tinker
1 Balance
1 Brainstorm
1 Echoing Truth/Hurkyl's Recall

4 Flooded Strand
2 Polluted Delta
2 Tundra
2 Plains
13 Island

Is this deck any good at all?  I don't know.  Looks like it could be interesting though.  Meddling Mage could be used over some of the more defensive cards too.

Since budget is a consideration, other cheap common cards I am thinking of include Force Spike, Daze, Seal of Cleansing, Mystic Remora, Repeal, and maybe even Swords to Plowshares.

Mainly I don't know if UW is that good a choice though.

Yea, Ichorid is out of my range, dont have $100 some dollars for lands. I took my casual merfolk deck and ended up in like 4-6. It has no counter spells and very little disruption, just swarms you with merfolk. From what I saw at the event its a bunch of sliver decks, homebrew stuff, and some Type 2 decks. Ive been testing flash, and with their mulligan rules you almost always get the combo in your opening hand, wether that be a Hulk and Tutor, or Flash and Tutor. So ill tourture them with that next time i go. Just have to pick up the mogg/rev kill cards.
