Suppose that the controller of Masticore has an unlimited supply of mana and the opposing player, who controls Sacred Mesa, has only 1W and one token.

So the Masticore player shoots the token during his turn then passes it to the Mesa's controller who now has zero tokens and 1W mana available.  Can the Mesa's controller (the active player) make a token during his upkeep then sack it before the Masticore's controller gets priority?

Sacred Mesa will be sacrificed.

First, at the beginning of the Sacred Mesa player's upkeep, Sacred Mesa's triggered ability goes on the stack. Nothing happens at this time in terms of sacrificing stuff. Then that player gets priority. That player chooses to make a token and that token creation ability resolves after the Masticore player does nothing. Then the Sacred Mesa player gets priority again and passes. At this point, the Masticore player can activate his Masticore, that ability will resolve, and the Pegasus token will die. NOW both players pass priority and Sacred Mesa's sacrifice trigger resolves and at this point the Sacred Mesa player doesn't have a Pegasus to sacrifice. So, Sacred Mesa is sacrificed. There is no way for the Sacred Mesa player to get around this, given the game state.
