Phyrexian Tyranny
{U} {B} {R}
Enchantment
Whenever a player draws a card, that player loses 2 life unless he or she pays {2}.

Incendiary Command
{3} {R} {R}
Sorcery.
Choose two — Incendiary Command deals 4 damage to target player; or Incendiary Command deals 2 damage to each creature; or destroy target nonbasic land; or each player discards all the cards in his or her hand, then draws that many cards.

It is Alice's turn. She is on 10 life, has 6 cards in hand, and controls six untapped mana sources of various colours and two copies of Phyrexian Tyranny in play.
Bob is on 14 life, has 6 cards in hand, and controls no untapped mana sources.

Alice taps five mana to cast Incendiary Command, choosing the '4 damage to target player' and 'each player discards all the cards in his or her hand, then draws that many cards' modes.

The Phyrexian Tyranny triggers produced by this spelll are sufficient to cause enough life loss to kill both players. What is the result of the game?

This is what I suspect.
When Incendiary Command has finished resolving, 10 Phyrexian Tyranny triggers go on the stack for Alice and 12 for Bob. They can't all go off at once, so we use APNAP order. Alice is the active player, and so her triggers are put on the stack first. Then, Bob's triggers are put on the stack. When everything is on the stack and both players pass, the triggers start to resolve. Bob's triggers went on the stack first and so will resolve first, and because he doesn't have any untapped mana, he loses two life for each trigger. There are enough triggers to reduce his life total to below zero, and when they do he will lose the game as a state-based effect before Alice's triggers start to resolve. Therefore, the game is over and Alice wins.

Am I correct?

Quote from: Comp Rules
# 603.3 - Once an ability has triggered, its controller puts it on the stack as an object that's not a card the next time a player would receive priority. See Rule 115, "Timing and Priority." The ability becomes the topmost object on the stack. It has the text of the ability that created it, and no other characteristics. It remains on the stack until it's countered, it resolves, or an effect moves it elsewhere.

# 603.3a - A triggered ability is controlled by the player who controlled its source at the time it triggered, unless it's a delayed triggered ability. The controller of a delayed triggered ability is the player who controlled the spell or ability that created it.

# 603.3b - If multiple abilities have triggered since the last time a player received priority, each player, in APNAP order, puts triggered abilities he or she controls on the stack in any order he or she chooses. (See Rule 101.4.) Then the game once again checks for and resolve state-based actions until none are performed, then abilities that triggered during this process go on the stack. This process repeats until no new state-based actions are performed and no abilities trigger. Then the appropriate player gets priority.

Alice controls both copies of Phyrexian Tyranny, so she also controls all the triggered abilities as per 603.3a, and gets to put them on the stack in the order she wishes as per 603.3b. Then they resolve separately in LIFO order, as you say, so the wise choice would be to put Bob's triggers at the top of the stack and Alice's at the bottom.

That's correct, assuming they are stacked correctly.
