The idea behind this deck is to kill your opponent with their own dudes. Reins of Power, in case you don't know, basically exchanges contol of all of your creatures with all of your opponent's creatures until end of turn, you also untap all their guys and give them haste until end of turn. You thus switch control, swing, and then sac all of their guys to goblin bombardment. None of your guys can block, so they won;t be blocking anything! You have card draw to assemble the (extremely funny) combo (if you want to ake the deck stronger just add cards that i woudln;t really normally consider casual like Gifts Ungiven or a black splash for tutor effects), burn and cheep beats for extra reach/board control, and counterspells to protect yourself and your combo and accelerate into the win (yes Drain isn;t really a casual card either, but it's too much fun not to play. If you want, basic counterspell works fine here too it just slows you down).

Other ways to go would include

Altar of Dementia (for more sac effects)
Earthquake (for more mass removal)
Recursion effects (for more Reins fo Power!)
that old Mirror card that lets you copy an imprinted spell every upkeep (for Reins every turn! semi-broken in multiplayer)

I played a (worse) version of this casually for years in highschool. It was tons of fun!

I have fond memories of Reigns/Altar from long ago.

Lately I have been combining Vedalken Shackles with Helm of Possession in EDH to steal double the creatures (steal one with Shackles, sac it to Helm, steal another).  It's kinda slow but another fun combo you could add in a deck like this.
