This deck is an Oath variant that runs Rasputin Dreamweaver and Iona. Rasputin is a great mana source and offers alternate win conditions in being able to pay for Replenish or flashback Replenish with Recoup to get out the Pandeburst combo for the win. The deck also runs Vault/Key. This deck is inspired by a Rasputin Oath build Meadbert came up with awhile back and I thought it was a brilliant idea. Here's the list:
Lands: 16
1 Wasteland
2 Bazaar of Baghdad
4 City of Brass
4 Gemstone Mine
4 Forbidden Orchard
1 Strip Mine

Creatures:2
1 Rasputin Dreamweaver
1 Iona, Shield of Emeria

Other spells:
1 Pandemonium
1 Fastbond
1 Saproling Burst
3 Recoup
1 Crucible of Worlds
2 Crop Rotation
1 Vampiric Tutor
5 SoloMox
1 Black Lotus
1 Demonic Tutor
1 Time Walk
1 Ancestral Recall
4 Oath of Druids
2 Negate
1 Brainstorm
1 Voltaic Key
1 Time Vault
2 Spell Pierce
2 Duress
1 Krosan Reclamation
1 Yawgmoth's Will
3 Replenish
1 Jace, the Mind Sculptor
4 Enlightened Tutor (gets all non-creature combo pieces and works really well with jace)

Sideboard:
2 Aura of Silence (against workshops and Null Rods)
4 Leyline of the Void (Should always be boarded in game 2)
1 Painter's Servant (Board this in game 3 in place of Rasputin to achieve a hard lock with Iona)
3 Grindstone (board it in whenever you board in Painter)
2 Helm of Obedience (Board it in game 2)
3 Open the Vaults    (Board it in whenever you board in Leyline and board out Replenish)

The deck relies on multiple win conditions and transformational sideboarding in lieu of more traditional disruption (i.e. the deck only has 4 counterspells and 2 duress)

Game 1:
Try to play like a more traditional Iona Oath list here and rely on Rasputin and Pandeburst as a back-up plan. You want Pandeburst to be a surprise.
Game 2:
Board in all 4 Leylines, at least 1 Helm and 3 Open the Vaults. Board out 4 Enlightened Tutor (usually), 3 Replenish, and something else (you could board out Iona). Try to get a turn one Leyline and then dump as many artifacts and enchantments into the yard as possible (unless you feel you can hardcast them). Use Rasputin to flashback Open the Vaults and you have a variety of win conditions to choose from: Vault/Key, PandeBurst, Helm/Leyline combo.
Game 3:
If you need to you could board out Rasputin for Painter's Servant board Iona back in and board in Grindstones for a hard lock and additional win. Board out Pandeburst and Open the Vaults if you board out Rasputin for this game plan game 3. You may also want to board Enlightened Tutor back in to find combo pieces since you're not relying on Open the Vaults to pump them all into play at once.

That's my advice on playing the deck in a vacuum. Let me know what you think!

Ok, I've streamlined the deck a bit and just decided to throw the helm-leyline combo in main along with vault/key and cut pandeburst and moved that to the SB as a back-up plan to board in if they are playing null rods. I moved Iona to the SB too and cut Painter/Grindstone combo completely (oathing up painter is kind of stupid and with Iona it's just win more and it's the least synergystic win con of all the wins I was packing into the deck). I also made room for 4 Spell Pierces and 2 Pact of Negation for added protection (which the first build was lacking). Last change was to cut replenishes for Open the Vaults which isn't too difficult to hardcast or flashback with Rasputin out and with Leyline out it's one sided. You will want leyline out as soon as possible when playing around with this deck.
New decklist:
Lands: 16
1 Wasteland
2 Bazaar of Baghdad
4 City of Brass
4 Gemstone Mine
4 Forbiddan Orchard
1 Strip Mine

Creatures: 1
1 Rasputin Dreamweaver

Other Spells: 44
1 Fastbond
3 Recoup
1 Crucible of Worlds
2 Crop Rotation
1 Vampiric Tutor
5 Solo Mox
1 Black Lotus
1 Demonic Tutor
1 Time Walk
1 Ancestral Recall
4 Oath of Druids
1 Brainstorm
1 Voltaic Key
1 Time Vault
4 Spell Pierce
1 Krosan Reclamation
1 Yawgmoth's Will
1 Jace, the Mind Sculptor
1 Enlightened Tutor
2 Duress
4 Leyline of the Void
1 Helm of Obediance
3 Open the Vaults
2 Pact of Negation

Partial Sideboard:
1 Iona, Shield of Emeria
2 Pandemonium
2 Saproling Burst
2 Pithing Needle

Sup, Just played you on MWS where I was playing a GWSx. Btw I think your deck is cool and you managed to combo me on G1 lol. Oath into Rasputin, recoup open the vaults etc. Btw I think your deck needs some tuning. I will presume this to be a fun and casual deck. Its definitely weaker then other Oath variants in all aspects. I think your trying to do too many things in this deck. Leyline, Time Vault, Oath and Open the vault. I do understand there's some synergy in between them but I don think they're all necessary.

I would remove cards like Crucible, Bazzaar, Crop rotations, Jace, Duress, Leyline +Helm for Force of wills and more blue cards to support them and adding one Rebuild/Hurkyls for bounce. Just throw in some oath creature like Double Dragons, Iona, or even tinker robot in the Sideboard to dodge Leylines and Sadistic Sacrament!! Hope this helps.

I think the Leyline + Helm route is the right way to go.  It sure beats Pandeburst.

I would still run a full set of Enlightened Tutors just to find Oath or combo pieces.  Basically you can run Vault/Key, Leyline/Helm and then Oath as your win conditions.
Then use Rasputin, a large number of Recoups and Open the Vaults, Yawg Will and Time Walk as Recoup targets.

I am not sure if Pierce and Duress are optimal.  I would probably rather Enlighten for a win condition on turn 1 than Duress on turn 1.
As far as Pierce goes, Argivian Find might be better for protection since you do not have to leave the mana untapped.

Crop Rotation does not seem good.  Basically most Oath decks do not run it and this list needs it less than others since you have the Leyline/Helm or Vault/Key option in case you have no Orchard.

I am not sure how to interpret 5 Solomox.  I find that term ambiguous in general since it is never clear to me if Petal counts, but I would expect it to at least include the 5 Moxen, Black Lotus and Sol RIng which would be 7 cards.  My guess is you want all 7.

This is random and totally untested, but I wonder if Tolarian Winds would work.  Basically eating up a land drop with Bazaar is terrible if you are trying to Recoup Open the Vaults because you need 3 R/W sources in play.  To make Bazaar work you would really want Riftstone Portal so you can tap Bazaar for W.  (That might be the better option.)
Anyway Tolarian Winds gets bad cards out of hand and digs deep although it is card disadvantage.

Getting back to Riftstone Portal which now seems better me.  One option would be to run a full set of Bazaars and Portals and then Deep Analysis to head towards Menendian's original idea of how Oath would look post Brainstorm.  Bazaar becomes much better in Oath once you have the option to tap it for mana because the way Oath plays out you do not want to Bazaar every turn.  Instead you just want to use it once or twice and ideally get some mana out of it on the other turns.

Getting back to disruption.  Replacing Duress with Ancient Grudge might be the way to go since that stops Null Rod which will be annoying with win conditions that need artifacts and because Gruge stop an opposing Vault/Key win.

I guess you can't shoot, down, poison or stab this deck to death, huh?

Here's an updated list that I haven't tested yet. It should be more consistent and less of a glass cannon. It runs 61 cards as I've added Terastodon as a secondary oath target to help blow up null rods and Leylines and anything else that may get in your way. Here's the list:

Lands: 18
4 Bazaar of Baghdad
4 City of Brass
4 Gemstone Mine
4 Forbidden Orchard
2 Riftstone Portal

Creatures: 2
1 Rasputin Dreamweaver
1 Terastodon

Other Spells:
1 Fastbond
3 Recoup
1 Mox Ruby
1 Mox Pearl
1 Mox Sapphire
1 Mox Emerald
1 Mox Jet
1 Black Lotus
1 Sol Ring
1 Demonic Tutor
1 Time Walk
1 Ancestral Recall
4 Oath of Druids
1 Brainstorm
1 Voltaic Key
4 Spell Pierce
1 Krosan Reclamation
1 Time Vault
1 Yawgmoth's Will
1 Jace, the Mind Sculptor
2 Enlightened Tutor
4 Leyline of the Void
1 Helm of Obediance
3 Open the Vaults
1 Ancient Grudge
1 Vampiric Tutor
1 Crucible of Worlds

Sideboard:
1 Iona, Shield of Emeria
2 Pithing Needle
1 Hive Mind (a non-artifact alternate kill with Pact of Negation that can be easily put into play via Open the Vaults, useful against control decks since maindeck spell pierce is the only countermagic available. Also good against Sadistic Sacrament.)
4 Pact of Negation (comes in with Hive Mind against control heavy decks)
1 Tinker
1 Darksteel Colossus (tinker package comes in against decks likely to be using sadistic sacrament)
2 Ravenous Trap
1 Bribery (also useful against some decks packing Sadistic Sacrament, good in the oath mirror, steals tinker targets, steals dread return targets, etc)
2 Echoing Truth
