This came up in a type 4 game last week:

Player A plays Dominating Licid(his spell for his turn).

Player B plays Ray of Command(his spell for A's turn).

Ray resolves.

Player B activates Dominating Licid, which becomes a creature enchant on Player C's creature.

What happens at end of turn when Rays effect ends???  Is Dominating Licid still going to return to Player A?  If so, I  guessing Player A gets to keep the stolen creature.

Ray of Command's effect ends during the cleanup step.  So at this time the licid goes back to player A's control.  The licid is still an aura, and still enchanting the same creature, and still has the "You control enchanted creature." text, so the enchanted creature is controlled by the licid's controller (which is now player A).  However, since player B was the one who activated the licid's ability, it is player B only who can pay  {U} to end the effect.
