The Eye trigger goes onto the stack immediate after Ponder is cast.

1. You get priority. I'll assume neither you nor your opponent respond.
2. The trigger resolves. You choose to pay or not, Ponder is countered or not. I'll assume you pay.
3. You get priority. I'll assume neither you nor your opponent respond.
4. Ponder resolves.

If your opponent wants to counter Ponder, they are best off doing so at step 3, after you've paid for the Eye trigger.

I suppose it's mostly the thought that this format is just one big Mistake; and not even a very sophisticated one at that.

Why would In the Eye of Chaos trigger due to playing Ponder? Ponder is a sorcery, even if it is played with flash.

Quote
702.8a Flash is a static ability that functions in any zone from which you could play the card it’s on. “Flash” means “You may play this card any time you could cast an instant.”

So, Ponder won't trigger In the Eye of Chaos. In the Eye of Chaos cares about what is on the type line, not how the spell was cast.

I'm an idiot.

I was automatically assuming Eye triggered, and didn't get why Leyline was included at all. I missed the point of the question and answered it wrong. Apologies to all.

Guess this is also telling of exactly how many times I've seen Eye hit the table, either on my side of the board, or the other.
