 So, by paying  less, you get an additional card and instant speed, but lose your prior hand. Seems very overpowered since it's too like a Fact or Fiction for 7 where you choose the piles yourself.

RTFC. It's clearly nothing but a 3U Instant with flavor text. Which can be compared to printed cards. Looking at 7 cards and keeping 2 was printed with a higher cost and sorcery speed. The downside of losing your prior hand is not large enough to compensate for the extra card, lower cost, and instant speed.

Dismissing a card because it is better than a (non-broken) card printed a decade ago does not make sense. Concentrate would never be printed if we take Library of Lat-Nam as our baseline.

This is actually much more similar to Drastic Revelation than Ancestral Memories, and better (than DR) in basically every way:  Discarding four is debatably slightly worse than discarding three at random. Discarding your hand at the start of the effect is debatably better than reshuffling first. But, costing  instead of  is obviously huge, as is instant speed. Bottom line, I don't think it's overpowered or unprintable, and I'd probably play it in EDH.

Vintage is a lovely format, it's too bad so few people can play because the supply of power is so small.
Chess really changed when they decided to stop making Queens and Bishops. I'm just glad I got my copies before the prices went crazy.

I think it's worse than gifts ungiven but better than fact or fiction. These two old 3u instants are the inspiration behind confabulation. The idea is that I want to play with eot blue instants rather than planeswalker brainstorms. Vintage was very cool in the days of gifts ungiven and now it's kind of like... Combo centric Highlander legacy. This is probably the wrong forum for the question but why don't we unrestrict gifts and flash? Brainstorm too?
I crave more diversity within the "power" blue decks. The best games are between two blue decks that may be running on different engines; even the mirror match can be very close and more often than not come down to in-game decision making. Vintage ought to be a variety of blue decks and the occasional hate or shop or first turn combo decks. Keep landstill in legacy. Keep the 3/2 fliers there too.
99% of vintage tournaments are run through the mana drain, not the DCI. We, being the people who actually play the game, should democratically form our own b/r list. DCI would probably just follow anyway.

This again? It had been tried, it's not feasable to get a democratic or an elite way to deal with that, also... 99% of vintage tournaments... please.

Where are we? The Mana Drain. Every tournament (other than GEN CON) that a TMDer can be concerned with is run through the tournament annoucement forum. At the moment there isn't a better way to draw enough attention to making a tournament worth organizing. Maybe there's another TMD out there on the internet somewhere doing the exact same thing... who knows
I didn't know it has been tried. If Edison quit after his first attempt, where would we be right now?

With wireless electricity and radio-controlled people.  On a more serious note, I think the card would be fine with only one change: make it a Sorcery. If you don't do that, then make it cost five ( either  or  )

I for one really like this card, but at 3U it is stronger than FOF, and FOF is amazing IMO. Maybe if it was 2UR (like twister/wheel/careful study/faithless looting rolled into 1), or if it said something like
"If ~ was cast during your turn, shuffle your hand into your library, draw 7, and discard 4. If not discard 5" would that be fair for it being "instant"? Then it becomes a really good Inspiration which is not used nor broken at all.

By all means go ahead and try it, then make a voting process that is not biased and fine with the majority (nothing as reliable as Internet voting), then call every single local store that runs tournaments that are not posted on TMD or risk having a split between vintage players that use or don't use the list, dividing the community even more. Anyway, done with this. Also agree with the general sentiment that it's a bit too good at 3U and instant, but I feel it needs to stay instant AND 4cc to make it any kind of playable, so I would also opt for adding colors. Ohhhh, I want this! Cards everywhere! 2UGR - Instant Shuffle your hand into your library, draw 7, discard one at random, exile one, put one on top of your library and one into play face-down as a 2/2 Morph creature.
