I could be wrong but I think a lot of situations like this come down to the head judge of a particular event.

I don't think the head judge would ever allow it.  The name of the card would not be strip mine in English.

Wow that's really cool, in a small laid back tourney that allow proxies I think people would allow thus since it would filled out as strip mine on your registration sheet as long as you weren't also running burrowing

Like Conboy says, it's not a Strip Mine.

The card pictured in that link is Burrowing.  If you wish to play it, a judge might allow it, but it's not a Strip Mine and can't be played as a Strip Mine.

What might be allowed in a tournament with proxies is really irrelevant here.  There's rules concerning what cards can and cannot be used and how one determines what card it is.  A tournament with proxies ignores these rules and makes up their own rules for such things.  We can only tell someone what the rules are and how they're applied.  We can't predict (nor is there any merit to attempting to) how someone running a tournament under their own rules will choose to make up said rules.

I know that altered/damaged cards are both legal up to a point. If the card name were to be erased, would it then be playable as a Strip Mine?

It shouldn't be.  The name is obstructed/Illegible and the collector's number doesn't match.

It is not a strip mine.  Period.

Agreed, this is as much a strip mine as any card you erase the picture and print or paint a strip mine picture on. The name, mana cost and text are all Burrowing.
