So this guy seems kind of strong in my opinion, since he's cheap and his enchantment effect can be pretty back breaking if you're able to keep any kind of pressure going.

Most Vintage creatures have some kind of strong effect in game, and reaching the devotion to make this guy a dude isn't out of the question, especially since you want more creatures in play. He's also just in the right colours, since things like Deathrite benefit him while also promoting their own survival while he's out. Not only that, but things like Qasali Pridemage or Vampire Hexmage that sacrifice themselves for their effects all of a sudden become stronger while he's out.

I wouldn't say he's good enough in any deck, but a deck that is willing to play more creatures, can easily make him active, while also making use of his passive effectively. What do you guys think?

It's 1 cheaper than enduring renewal but you'll need a lot more ornithopters.

I think you said it best: "I wouldn't say he's good enough in any deck."

Look, three is curve topper territory in aggro decks, and all this guy is is a punisher menchic.  Its not even going to trigger in many matchups, since exile, bounce, and tuck effects ignore it.
