This one kind of snuck into the spoilers quietly, but it's definitely worth a look in Vintage, specifically in Delver.  It acts similar to what Bolt does in RUG, and doesn't hurt as much as Dismember (especially if it's countered), but at the same time isn't as effective.  It is probably worth a look, but will still be fighting for space.

I think Dismember is still better all around. would you really mind paying one extra life to take out creatures like: kuldotha forgemaster, karn silver golem, auriok salvagers, tarmogoyf, steel hellkite etc? which have all proven very effective and successfull in the current meta.

Also if you're playing a deck that include black mana, then why should you play this card?!

Also snuff out is better than this card..

.. Also it can be a target for mental misstep, which is huge downside.
