Can  I use the untap ability on forsaken city (and then tap for mana) multiple times on my upkeep to turn dead cards into mana?

Believe so, as long as you cast an instant since the mana would empty when you move to draw phase.

No, you can't. It's an "At" triggered ability. Only happens once per upkeep.

Yeah, definitely cannot. Just like staff of nin, oath of druids, or any other card that says "At the beginning of your upkeep...", it creates a trigger and when the trigger resolves, you may exile a card to untap Forsaken City.
