Ok, that is a pretty big change for Vintage. I'm really glad Mana burn is back. As for Mana pools emptying at the end of turn, it will take time getting used to, however I find it much much more intuitive and practical.

What exactly does it impact in Vintage?

Wasting a land before an attack doesn't work anymore.
Gush gets stronger.
Mana Drain is somewhat better and somewhat worse.
Tangle Wire and Rishadan Port are now pretty awful.
Braid of Fire become a thing?

Overall, it's clear that blue decks get the most out of this as they can more easily hold counters. Does this change anything for Combo actually?

I highly doubt the casual crowd saw a problem with not having mana burn. I can see the mana emptying during cleanup, though.
Should have just restored to its original rules all together.
