Do flipped planeswalkers like Jace, Telepath unbound and Liliana (the flipped heretical healer)have a cmc of 0?  That is to say, can I kill them with an EE/ratchet bomb set at 0?  Or do they have the cost of the original creature card?

0, EE, Deed and Ratchet Bomb for 0 will kill them.

If only there was a place you could go for simple rules questions like this...like the Gatherer page for any of the flip planeswalkers...

6/22/2015   The back face of a double-faced card doesn’t have a mana cost. A double-faced permanent with its back face up has a converted mana cost of 0. Each back face has a color indicator that defines its color.

It's the 4th ruling on the page...

Cool thanks.  I just use gatherer for the card-look-up feature.  Didn't know i could look up rules.  Good to know.

Notice that Pernicious Deed will not kill flipped 'walkers.
