No Sinkholes or Scrolls? That's gonna hurt, but lets see what we can do.
First off: Is it really worth splashing white just for 1 Balance? Not only does this upset your mana base, but it makes you much more suseptible to nonbasic hate. This leaves you with two choices: W/B Pox w/ lifegain, or MonoB Pox w/ heavy dirsuption. Although you have no access to Sinkholes I'm still saying MonoB is the way to go.

hmm...to be honest, i dont like the idea with choking sands as a sinkhole for poor people. i thought abaout funeral charm instead of choking sands, but maybe i have to playtest the sands.
i think you're right, i will play mono black. just thought about splashing white because of sideboard.
the steel golems 2gether with the spirit ?
i think its very risky and i dont like the steel golem.
another point is : don't i need removal in main? like the edicts ? mostly im playing in a heavy weenie or fast Survival Recurring environment.

First off, you should only run 1 Nether Spirit. If you want to take the Golems out, although they are good late-gamers, I would up The Rack count to 4. So, in brief here are the changes I would make:

-1 Nether Spirit
-4 Funeral Charm

+1 Mind Twist
+1 The Rack
+1 Powder Keg
+2 Choking Sands (Great against Cradles, Academy's, etc...)

i think i have to playtest your suggestions.
what do u think of mutilate in main or sideboard ?
shall i play 4 innocent blood or 2 blood + 2 edicts ?

I play Pox in 1.X and I prefer the B/w build. Sure, main deck, there is only one white card: Balance, but this is the most powerful non-Power 9 card. Versus weenie rush (WW, Stompy or Red Sligh), it will give you enough card advantage to establish your game.
Pox is a versatile deck which can be played either controlish or agressive (eventhough almost creatureless).

White give access in the sideboard to disenchant effect and depending where you want to go, to Sword, to Gerrard Verdict (if you want to up the cheap discard) or even Vindicate.

Vindicate is often (rightly) considered as ManaDrain food, however if your environment does not has to much of them there versatility is perfect for Pox.

By the way, Pox prefer not to keep card in its hand (not by choice but because of Pox itself), so Seal of Cleansing is in this aspect better than Disenchant. What you loose in "surprise" or reactive effect, you gain in the synergy: you play with four Idols. To activate them and attack you will tapout during your turn, so at the end, you will be playing Disenchant like a Seal.

My version runs 3 Wasteland, Strip, and 4 Scrublands (plus Mox Diamond to have 5 white mana). Including the 4 Pox and 4 Sinkhole, that's 12 LD effects, which makes this version very disruptive since both hands and lands are targeted. Now without the Sinkhole I probably would have to rethink the way Pox plays. And without Scroll... that's a tough restriction.

Regarding the Powder Keg, how do you plan to use them ? Do you target Mox (are you playing in an environment with a fair % of power card ?). If not, Keg are good at providing card advantage and are typically useful against cheap creature rush (since if you have to build up a significant number of counter, either you are dead, or they found a way to deal with the keg). 4 Pox and 4 Edict do a nice job already and Kegs will cripple your Rack (at 1 counter). Since Racks count for third of your permanent ways to kill... it is a bit tricky to use Keg. And I would not play more than 2.

If you need more creature kill, go with Spinning Darkness (key versus Sligh).

You are aware that Pox is not legal in 1.X, not since November, at least. While Balance is powerful, it IS restricted and not worth splashing another color for. W/B Pox can work, but MonoB is better in a competive meta, infact my deck SMOKES Keeper and almost all control decks.

That's exactly why it is played so much, and it only gets better if you're not running Scrolls. Rack is for late game, and a late game keg would probably be used more against larger threats (Morphling, Shades, etc...)

I do agree with Ezechial on the matter that you may want to up the Wasteland, especially if you don't have acces to Sinkholes.

Just to add my $0.02,  stay away from mutilate or any card that costs that much in pox.  Its too expensive and doesn't really do anything.
