illusionary mask and stifle

I just wanted to check on something, is it possible to stifle the removeing of mask counters to flip the card over, so it would be left a face down 0/1 permenatly?

The flip doesn't use the stack, so you can't stifle it.

And they can remove however many counters are left to flip up the creature, even if some got removed to power conduit or something.
