Target Player flips a coin 3 times if he or she looses a flip he or she looses 9 life and flips 1 more coin and if that flip lands heads they gain 8 life and take 15 cards off the top of there library and remove there hand from the game face down and get it back at there next upkeep after there next one.

This is expensive, confusing, poorly worded, and based on coin flips. It seems like it may be too strong, too. It's really hard to tell, though.
