It is entirely possible that Wizards haven't had enough time to consider the implications of Portal (i.e. adding Imperial Seal to the B&r list and a statement (or not) about Horsemanship) after the recent update of Oracle.  I am content to wait another few months, I am already convinced that it is WHEN and not IF.
