Interesting idea, one of white's great mechanics (imho) has been things like one sees in [card]Celestial Dawn[/card] or [card]Eye of Singularity[/card].  Strange global effects, which this qualifies for.  I'd be a little concened about this card's impact in Type 2 though.  It might make a Weenie/Skullclamp deck unbeatable.

How about Test of Faith for a name--this seem to test a deck's devotion to a single color.

I think the "rules-making" cards like this are a good direction for white to go in.

Both Test of Faith and Testament of Faith already exist. I really like the mechanic on the card itself though.

It does make W and 1W creatures into WW and 1WW, respectively. And it makes splashing nigh impossible (except for stuff like Meddling Mage). It also doesn't hit Wrath or Flamebreak or Vengeance or any of those.

It seems that some people are confused as to exactly what this does. Here's a brief summary of what it's supposed to do (if this isn't what it does, please let me know):

 {R}  would become  {R}  {R}
 {1}  {R}  would become  {1}  {R}  {R}
 {R}  {R} would stay  {R}  {R}
 {1}  {R}  {R}  would stay  {1}  {R}  {R}
 {X}  {R}  would become  {X}  {R}  {R}
 {G}  {R}  would stay  {G}  {R}
 {0} would stay  {0}
Daze/Gush would cost either  {1}  {U}  {U} / {4}  {U}  {U} (respectively), or  {U} and returning the appropriate number of islands.
Force of Will would stay at  {3}  {U}  {U} , and its alternate cost would remain just RFG a blue card in hand and 1 damage.

I hope that clears everything up.

I get it now.  I think this would be a really good disruption card for white.  It impact on Vintage would be moderate, but in Extended where virtual every non-gold, non-Counterspell card is one colored mana, this card would be brutal.  

My only concern would be that it would indirectly make artifact decks too good.  Prison can crush WW in any format, and with the surge in artifacts because of Mirrodin this card would either help kill of Prison deck's enemies in the metagame or it might even go into Prison itself.  Prison is such a problem, they always co-opted aggro's best cards (Workshop, Tangle Wire....)

I could have it make spells that cost no colored mana cost extra too, but that almost seems like too much for one card. Plus, it's WW to cast. That makes it hard to run most of the cards that have actual synergy with artifacts.

It reminds me of a black-hole type thing, except with mana. I was thinking "Gravity Field" but that's not really a {W} name.

It seems like the spell forces casters to concentrate (in the chemical sense of the term) their coloured mana...

Circle of Purification
"No! Concentrate! You have to intensify the mana to force the spell out of the circle."

Or something. I realize that flavour doesn't fit with the enchantment's effect on gold cards, but that's all I've got.

As far as the rules issue goes, the clearing up was very helpful, but I think that you would need reminder text - the way it's currently worded, it's confusing. After all, every coloured card has a single coloured mana - it's just how many of these single coloured mana symbols there are.
