Judgment Wishes

Does the target of the wish have to be in the sideboard, or could you just pull one out of your backpack and throw it in a sleeve and into your hand (yeah this is an exaggeration sp?). Like could I have a deck, a sideboard, and a "I'm not using these cards at all" pile if I went to a tourney? If so, that would make my sideboard a LOT less crowded.

If you're at a tournament you can only wish for cards in your SB or that have been removed by stuff like Force of Will or Tog.
