No.  4th Edition and Revised are two different sets.

Revised is sometimes called "3rd Edition".

The easiest way to tell them apart is the date at the bottom - 4th edition will say 1995 on them...

Np, the EASIEST way to tell them apart is that Revised doesn't have a copyright date at all - just an artist.

Revised Mind Twist

Fourth Edition Mind Twist

Additionally, there are several cards that were in revised but not in fourth edition, including Sol Ring, Kird Ape, and (most notably) the dual lands (Taiga and so forth).
