If a player would draw a card except the first one he or she draws in a draw step, that player draw two cards instead, then return a untapped land to his or her hand. If that player cannot, that player discards a card at random.
The power required to run the Turbines was far outclassed by the reward, but the rewards was further outclassed by the penalty for not running them.

I think the colors match this fine. Blue for draw, black for discard. And furthermore, those colors have tendencies of running a lot of draw, so the reward & penalty will be feasible on both sides, therefore the flavour text. This makes Prosperous Bloom broken, I know, but who really cares? :p

A turbine sounds more like an artifact. Plus, this card is really confusing and too strong.

This is quite obscene in Tog decks to say the least. Brainstorm = +6 cards in hand, so I wouldn't cost this at under 5. Compare the potential card advantage to Future Sight.

I actually made this out of a idea I had for a little while, so I would have to disagree, Matt.

First of all, this is a Dynamo/Turbine, and it is supposed to take the energy you have and turn it into more energy. Draw a card suddenly equals: Draw two cards. But to run this apperatus, you need energy. You can't really take energy for a land already used, therefore the untapped ability. Surely, if you want to take advantage of the extra energy, you have to pay, and if you  can't, there will be a random powerslip somewhere - the random discard.

I think it's perfectly explained in the above.

This still makes every draw spell into a "draw 2 and discard one," which is much better than it was in the first place.
If you want to make this truly fair, then make it that they discard both cards if they don't pay the cost... then I would say that this is just about do-able. Although I think it completely takes out the broken aspect if they would have to sacrifice the land instead.
