I think Hesitation is probably a better name for the card since the seal cycle ended ages ago.

I figure if shock can be made into seal of fire, giant growth into seal of strenth and disenchant into seal of cleansing, there is no reason why force spike can't have a similar variant on it. Why doesn't blue deserve a playable seal as well. And maybe it's time that they gave black a playable seal as well. Perhaps the permanent version of chainer's edict or something.

The card's strength early game is made up by it's utter uselessness late game. Plus you're taking away the strongest aspect of counterspells, their surprise factor. So this card can be played around or baited out early pretty easily too.

I could see this being a usable though certainly not broken card.

There is already a card called Hesitation. Actually, it's kind of similar to what you've suggested here. Also, there already exists Spiketail Hatchling, which has the exact same ability, but comes attached to a 1/1 flying body and costs {1}{U} instead. Certainly a new name is in order, but I'm not positive that this card has a niche into which it can fit, given the existence of those two cards. It's worth discussing, anyhow.

Other than that, I really have no complaints about this card. It certainly isn't too potent. On the other hand, it's kind of neat, since it can add a kick to any other mana payment soft counter. Obviously, Force Spike could do the same thing, but it required additional investment of mana to do so. Laying this down first turn has clear advantages over Spiketail Hatchling, in many situations. It better helps to prevent first turn plays, since it comes down faster It bears mentioning that it generally fits the mana curve better. I've noticed that Mono-U control tends to have a glut of spells with converted mana cost of 2. Beyond the first turn, I'm wary that this really does not fulfil any function that Spiketail Hatchling does not (besides being cheaper.)

I'm aware of spiketail hatchling. But this isn't quite the same card and i honestly don't think it's nearly as powerful or versatile as spiketail hatchling.

I know this isn't exactly a new mechanic. But it never the less serves a purpose and while certainly not too powerful, would be a useful addition like seal of cleansing was to while and seal of strength to green and seal of fire to red.

I didn't know there was already a hesitation. Any suggestions for a new name.
