I don't see the red in this card. I think it would be better suited as mono blue. And maybe up the cost to 1UU to make up for it.

The card seems too difficult to make really work. I agree--simplify this down to the basic concept, and maybe it'll have a chance. |

The name suggests that it should be restricted to artifacts only. But I don't know how you would implement that. Perhaps it could be more fragile:

Copy Artifact is only   with no drawbacks. How about this: Knockoff 1U Enchantment As knockoff comes into play, you may choose an artifact or creature card in play. Knockoff comes into play as a copy of the chosen card and has Cumulative Upkeep 1. (At the beginning of your upkeep, put an Age counter on this permanent, then pay 1 for each Age counter on this permanent. If you don't, sacrifice this permanent.)(added reminder text) |

That's a bit cheap to copy a creature, even if it does have cumulative upkeep. Then again, Clone sees zero play.
