I think this might be too strong, since you can just draw so many cards from it, plus it has the sacrifice ability.

If your opponent isnt attacking it does nothing, I think this is less of a card drawer and more of a propaganda. That being said I think it would be balanced without the sacrifice ability, with it it might be too good.

It's really cheap, and can wreck havoc vs. most aggro decks. I like it. I think it's good.
Maybe make it UUU, just to enforce that traditional mono-blue ideal.

Well, I don't think that it really is a blockade anymore, should the Laurie-suggested wording get addopted. And I am fine with that wording, should anybody be concerned. I think that just the drawing ability is strong enough already. And adding the second ability might make this card more expensive, which is a shame. I'm fine with the drawing for 1UU. Just like a permanent Keep Watch, but with a drawback (not being able to block).
Speaking of Keep Watch: why not call this, uhm, an Observatory, then? Or Lofty Perch (from which to survey the scene)? Workshop of the Telescopes?
