Actually, if I remember correctly, untap and upkeep are both steps in the Beginning Phase (which also contains the draw step.)

Also, what exactly happens if you cause somebody to skip their end phase? Does their turn...not end?

well, if this particular idea won't work, I think I know a slight variation that may work.

Target player skips his or her begining phase.

I prefer Orlove's idea. Making somebody skip their entire beginning phase is grotesquely wrong. The fact that this requires a workaround to prevent it from screwing with the end phase is inelegant. It does almost nothing to main phases, which is cumbersome, and it can also halt combat, which is too much for this mana cost.

I think this cost is very high for a Holy Day/Fatigue/anti-sorcery effect.

I'd suggest including untap:

Choose untap step, draw step, main phase or combat phase. Target player skips each instance of the chosen step or phase during his or her next turn.

(It has to be "during his or her next turn" to skip the untap step.)

I don't think it needs to include untap phase. Yosei, the Morning Star establishes that White is the colour that prevents untap steps outright. However, it would be fair to cost this at {2}{U}.

Seeing that the phase altering cards haven't seen too much play (except eon hub in janky casual decks) Id actually make it cantrip to give it an added bonus. Its a very blue way of saying now you have 1 less card advantage than me.

Why couldn't this be white?
Given that White is looking for 'rules-altering' effects, and looking to open up some areas of design space, I think this is exactly the kind of card that could be blue, but should be white.

It's blue because it's the effect of a blue creature in sorcery form. See Fatespinner, the card that inspired the current ability of this card.

Was this supposed to be a sorcery?  I wanted to keep this an instant...
