Before we can help you improve your deck, you need to either post a list of (useful) stuff you do have, or a general idea of the deck you want to play, so it can be improved.

Did you say an all rare tournament?  Like all 60 cards have to be rare?  That's actually a pretty tough challenge...  I've built a lot of decks over the years, but I don't recall ever trying to build a card that was 100% RARE for crying out loud.  You should keep this updated even after the tournament, because I'm sure a lot of people would be interested to see what sort of decks come from this.   Smile

Please give us a little more information to work with. You're still using the restricted list i hope? What cards can you use from the sets that didn't have rares but various levels of uncommon? Can you still use basic lands?

Anyway, Stax looks like it could be good; most lock parts are rare, as is Welder and the acceleration. You could use meditate and draw7's instead of TFK and City of traitors instead of Ancient tombs...

There is no restricted list....
and you can play with basic lands.

It is gonna be first turn kill all over the place and the coinflip tournament.

However not all got multiple sets of power(we have one guy who got 2 but that is about it...) so most ppl play something less blazing. ยจ

I need to come up with a decklist that can compete in that comborific enviroment even without power...

Well, if you expect a heavy amount of combo, powered by loads of artifact mana, I'd say a set of force of wills and misdirections is a necessity. A shame you can't use foil... You need to be able to drop turn 1 null rods as well. You probably won't be able to win on turn 1 yourself, so you'd better prevent the opponent from doing so...

Chalice of the Void sounds like an automatic 4-of.

Root Maze is tech, too.

Force is uncommon, though, so you can't run that.

Stifles might be an interesting inclusion too because all the combo decks i can think of, tps, deathlong, 2 land belcher, any storm based combo, can be delayed, if not stopped, by it.

Tendrils and brainfreez is out too so storm wont work very well
misdirection seems like a good inclusion..

My real problem though is that i need a deck that i need a deck able to beat all those other unpowered and 1 set power decks. What i need is a deck with inherited sthrength composed of just rares and basic lands and maybe able to beat first turn win.combo.

It really doesn't matter. If you're running four desire and TWO SETS of power against budget.dec, you could kill with pretty much anything.

The point is that i dont have two sets of power so i dont got that luxury. The guy who does have two sets does however so i'll have a though time beating him no matter what he plays as a kill condition. At the moment i think he is playing arcbound ravagers and stroke of genius as kill conditions.

Anyways i got around to borrow some cards and here is the list i probably will be playing:

// Lands
    1 Tolarian Academy
    6 Island
    4 Mishra's Workshop
    1 City of Brass
    2 City of Traitors
    4 Glimmervoid

// Creatures
    2 Triskelion
    1 Razormane Masticore
    4 Duplicant
    3 Karn, Silver Golem
    3 Metalworker
    2 Memnarch

// Spells
    2 Serum Powder
    1 Mox Diamond
    1 Mana Vault
    1 Mana Crypt
    3 Stroke of Genius
    1 Wheel of Fortune
    1 Grim Monolith
    4 Gilded Lotus
    4 Trinisphere
    4 Tangle Wire
    4 Memory Jar
    1 Mindslaver

I have not yet decided on a sb but i know it will include at least some challice of the void. My deck is not optimal because i quite frankly could not get the cards. I'll tell you how it went after the tourny.

Control is always fun you could always do somthing like
4x stife
4x misdirection
4x last word
4x morphling
4x stasis
4x meditate
4x stroke of Genius
4x Braingyser
4x rootwater theif
4x Back to Basics
(obviously not this exact list but its hard to go wrong with blue)

And play 4x Chrome Mox and Mox Diamond and lots of Islands.

Obviously not an optimal build but that will be hard to do.  Shouldn't be too too expensive and if you think you will see alot of stroke of genius kill condition then misdirection would be MVP (or just in general for drawing cards).  Stasis of course is just old school this is just a rough list of a mono-blue deck you could build but it is do-able if you want to go away from Workshop.dec and go more controlling.

Also if you expect alot of Artifact decks you should go with 4x Hurkyl's Recall

Also some other possiblygood rare blue cards:
Ambassador Laquatus
Archivist
Bribery
Mana Short
Plagerize
Recall
Show and Tell/Collosus
Voidmage Prodigy
Time Stop (TECH)

Edited (added some more cards that no one will like)

Last I heard, Mishra's Workshop was an uncommon.

I'd play this:

 Broken Mana

16x Island
4x Tolarian Academy
4x Mana Crypt (does this even have a rarity, or are all promos considered rare?)
4x Mox Diamond
4x Grim Monolith
4x Mana Vault

 Broken Everything Else

4x Show and Tell
4x Mind Over Matter
4x Stroke of Genius
4x Time Spiral
4x Meditate
4x Mind's Desire (I'm not satisfied with this card, so much. Anyone have a better one for this spot?)

If antiquities/arabian uncommons were considered rares for this tourny, I'd include Candelabra, too.
