Richmond is very lucky since it has a very high concentration of high level vintage players...it is the home base of Team Short Bus after all.  I would think the typical college community would be able to support some type of small tournament though.  And if not, you could always bring a car load of people to help grow the Richmond tournaments larger so the prize pool gets bigger and better.
