I was at a sanctioned tournament on saturday and the TO isn't a judge. He just got his sanctioning and he had read the rulebook and was trying his best to do things the right way. A situation came up in the third round, I was up one game, game two went to time, and I had a lower life total. I said I win, 1-0-1, and then he replied, "who had the higher life total?" I was incredulous, and when he pointed to the rulebook, I was really surprised. The book was dated July 2004. It is in there! So I ask, does anyone know why this is there, and why doesn't it apply? What is wrong here?

I'd have to see the entry you are referring to.

He may have applied the rules for elimination rounds to swiss.

This rule is indeed applied for elimination rounds. For swiss rounds, it's a 1-0-1 result.
