Piracy a card from starter:

Piracy
UU
Sorcery
Until end of turn, you may play mana abilities of lands you don't control, putting the mana they generate into your mana pool. Use mana produced this way only to play spells.

1) My opponent may tap their lands in response to casting Piracy, which would not allow me to use the mana but they may take some nice mana burn. Correct? After The spell resolves the only way they can use there mana is if I pass priority correct?

2) Does the mana produced still have rules attached? Such as tapping my opponents workshop for three. Do I have to use the mana for artifacts or as the card stats can I use it to play any spell?

3) Because of the wording "Use mana produced this way only to play spells." does this make it diffrent from Drain Power for the workshop's mana rule?

1) Yes, they can tap their lands in response and prevent you from using them this way. You are right on the second point about passing priority.

2) Mana keeps track of where It comes from. Mishra's Workshop mana will only be available to cast artifacts. Piracy does not states you can use this mana to play "any spell". It just fixes limits for the use of that mana (ie. you can't fuel a Mindslaver activation, for example).

3) I'd say both cards are similar in this situation. I'm not 100% certain on this one though.

Target player plays a mana ability of each land he or she controls, then empties his or her mana pool. Add mana to your mana pool equal to the type and amount emptied from that player’s mana pool this way.

Drain Power is different than Piracy in that you can use it to play abilities and other non-spell costs just like mana you'd tap yourself.

I´m afraid that is not entirely accurate.

Workshop mana drained with Drain Power is colourless mana that you can use to play whatever you´d like.

The relevant entry of the comprehensive rules, under the glossary text for "Mana":

The “type” of mana is its color, or lack thereof (for colorless mana).

See also the FAQ of Doubling Cube, this was the first time I saw this relatively new rule.

I assume that with Piracy you add the mana directly into your pool, which means that the Workshop restriction still exists.

With Drain Power, Workshop Mana will not have a restriction.

With Piracy, you will only be able to play Artifact spells with the mana.
