You may play Exiled Lion anytime you could play an instant
.

This could be used in a stompy deck.  Its big, and fast.

A I cahnged the fading from 2- 1.

Exactly.  It's clearly better than an existing card which has seen play.. I think it should have at most Fading 1, since you can play it as an instant anyways, and get two attacks out of it.

This is almost certainly too strong as a 4/4 for 2 mana even without the 'play as an instant' ability. IF you want to keep the ability
1. Change the cat, Lions don't surprise as much as other moggies
2. Lose a Fading counter for the surprise or at lose a Fading counter whenever it blocks. Otherwise it is Green removal

I think I'd tone it down to 3/4 or 4/3 at least

Fading of less than three is a really lame drawback, since the card basically stops beign an actual creature at that point.

Ball Lightning has Fading 0. I've used Ridgebacks and they are often around for over half the game. At Fading 1 these are non-flying Fog Elementals for one mana less, which seems fair. I'd prefer less size and more counters to be honest for example

~This~ gets +1/+1 for each Fading counter on it
Can be cast as an Instant. If it is cast in this way, ~this~ has Fading 2 instead of Fading 3

That's fat, a 3/3 attacker on turn 3 and dies on turn 6 if cast on turn 2.
