This and Kai is a combo almost as good as Scepter-Chant, because Kai is cheap. The garbage with Supreme Inquisitor doesn't worry me because it's hellishly expensive - Severance/Belcher sees zero play in 1.5 OR 1.x. This is certainly not an issue for larger formats. The issue is that this could only be printed in a Standard where some effort to tone down Wizards has been made.

This and Kai is a combo about as good as Slight of Mind and Deathgrip (or many other cards). It doesn't win you the game but can give you a serious advantage or some card disadvantage if an opponent has removal. For a two card investment who about comparing this to Kai with a Sword of Fire and Ice or Kai with a Jittle except in those cases killing Kai doesn't cause card disadvantage. Kai and Rancor, Kai and Armadillo Cloak?  This is a two card combo that doesn't win you the game AND soaks up mana if you plan on doing anything else (remember Kai the Lich is rather less obliging about turning sideways and serving for 2 a turn).

Personally I see this making more Reveka Liches than Kais, as pinging down Angels for 4BB is what casual Magic is all about (makes Alladin's Ring look bad in comparison)

Yes but Deathgrip is useless on its own, Kai is not.

OK, you play Kai against fat Green ad I'll play Deathgrip. Deathgrip is merely less likely to be useful.

I was trying to show that this isn't anywhere near the dangerous power level for 2 card combos.
