I thought of the card after looking at Remand and realizing it would work the same if it didnt say "counter target spell" on it.

WAY to powerful as it is, the card is soo flexible it is an autoinclude in many decks. Remember that repel puts a creature on top of the library for this much mana, and this can do it to spells, is an instant, and makes them skip there next draw step.

Also, this is primarily a G/U ability, so this card should probably be G/U. I would cost this at 3GUU, although I could see a case to be made for 2GUU.

I think that Asmor may be overreacting a little bit, but not by much.  A more appropriate comparison that Repel would be Temporal Spring.  Making that an instant suggests 2UG, so 2UU is definitely too cheap. This does need to have UU in the mana cost, though, since it is effectively a hard counter. Since this cancels all the card disadvantage of a typical counterspell, acts as both bounce or countering, and keeps a threat away for two turns, I think that 3UU would be the lowest you could go with this. Since this would probably be rare, you could probably get away with that power level.

I could almost see this at 2UU IF it only countered spells. It would cost the same in mana terms as 2 Memory Lapses and although it is 1 card not 2 (and therefore card advantage) counterspells that cost 4 mana suck compared to those that cost 2. Likewise at 2GU it could affect only permanents as a super Temporal Spring (and cost the same amount of mana as 2 Boomerangs)

The original card was a Memory Lapse++; I added the "or permanent"in as I posted it.  Guess I shoulda me that its own card.  Also, I should up the cost, considering it's on par with Plow Under.
