This deck aims to drop some jaws and win some games instead of being a perfectly tuned metagame solution to everything. The core of the deck, multiples of City of Solitude and Blood Moon in the maindeck, is what makes it fun to play. At least against some decks.

4   Mogg Fanatic
4   Horned Kavu
3   Uktabi Orangutan
3   Ball Lightning
1   Shivan Wurm

2   Rancor
2   Giant Growth

4   Lightning Bolt
4   Incinerate
3   Fireblast
2   Chain Lightning

3   City of Solitude
3   Blood Moon
2   Stormbind  // Gets rid of cards you don't need

4   Wooded Foothills
4   Taiga
7   Mountain
5   Forest

SB:
1   Blood Moon
1   City of Solitude
3   Pyroclasm
3   Tormod's Cryp
3   Naturalize
3   Flametongue Kavu

Any and all criticism is appreciated. Sideboard is just a sketch at this point.

as useful as direct damage can be, i think i would go this way:
-2 chain lightning
+2 giant growth (4 total)

bloodlust is something else i would consider. first of all, it helps you kill quicker. second, you can bolt the unboltable by bloodlusting them first to give them the +4/-4. maybe 3 giant growth and 2 bloodlust and pull one of the fireblasts and the two chain lightnings?

Artifact Mutation is pretty good for the SB as is Hull Breach.

4 Kird Ape is pretty much a must for RG.
The new Hooligan from Guildpact is probably better than Orangutan.

Tin Street Hooligan  Creature - Goblin Rogue [2/1]   1R
When Tin Street Hooligan comes into play, if G was spent to play Tin Street Hooligan, destroy target artifact.

If you get to 5 mana, I'd prefer Kumano to Shivan Wurm. Arc-Slogger and Tahngarth are also pretty solid.

Kumano, Master Yamabushi  Legendary Creature - Human Shaman [4/4]   3RR
{1}{R}: Kumano, Master Yamabushi deals 1 damage to target creature or player.
If a creature dealt damage by Kumano this turn would be put into a graveyard, remove it from the game instead.

I'd probably not put anything that expensive in this deck, but if you must Kumano will rarely disappoint.

Also new and very good are

Burning-Tree Shaman  Creature - Centaur Shaman [3/4]   1RG
Whenever a player plays an activated ability that isn't a mana ability, Burning-Tree Shaman deals 1 damage to that player.

and

Rumbling Slum  Creature - Elemental [5/5]   1RGG
At the beginning of your upkeep, Rumbling Slum deals 1 damage to each player.

For 2 mana you could get
Gruul Guildmage  Creature - Human Shaman [2/2]    R/G R/G
3R, Sacrifice a land: Gruul Guildmage deals 2 damage to target player.
3G: Target creature gets +2/+2 until end of turn.

I'd also consider River Boa, Wild Mongrel and Grim Lavamancer for the deck.

R/G really has a lot of options.
