Basically for this I want a card that combines Eureka and Time Walk, but isn't too powerful, although preferably I'd like it playable if possible.

Sorcery
Each player may search his or her library for a permanent and put it into play, then shuffle his or her library. If a player doesn't they take an additional turn after their next turn.

I'm not sure about whether or not it should be from library or from hand, I think it may be fairly costed mana wise, maybe it should cost 5 though.

I recommend the wording be changed so that the opponent chooses first.

Since the double time walk effect is overcosted by about G (and you will be more prepared than your opponent to take advantage of the tinker effect), you will be playing this card in order to get a permanent. In Vintage, the choice your opponent makes will depend on their deck, but it is likely that Colossus will come out frequently. However, if you are playing this card, you probably won't care since you will be getting Bargain.

The combo deck based on this card would be quite nuts. I don't know if there is a way to balance any card that lets you put Bargain into play immediately for four.

I like the card a lot. in vinage it should be restricted, but in other formats it would be a great addition.

Yes,Tarmogoyf is probably better than Chameleon Colossus, but comparing it to Tarmogoyf is like comparing your girlfriend to Carmen Electra - one's versatile and reliable, the other's just big and cheap.(And you'd run both if you could get away with)

I suppose I could make it remove all other copies of itself in hand, yard, and library from the game if that would make it a bit fairer.

I agree with Matt.  It makes the card more fair to make you choose first so your opponent can get Duplicant or something when you throw out DSC.  Also, it makes more sense for this to be NAP.

Also, I feel that this needs to be at least one more mana.  It feels slightly too ridiculous at this mana cost, since it can be 2UG for a Time Walk (that your opponent can't stop, if you're a combo or mill deck or something like that).

That's not quite true, if you look at the wording it says after their next turn, so your opponent will have a turn to do something before you get the additional turn.

I meant to say APNAP; which is Active Player, Non Active Player.  If both players have to make a choice or do an action simultaneously, they are chosen in APNAP order and then go on the stack APNAP.

The "starting with you" is superfluous.  Wording cleanup:
Each player may search his or her library for a permanant card and put that card into play.  Then each player who searched his or her library this way shuffles it.  If a player does not search his or her library, they take an additional turn after their next turn.
