Ouroboros Pendant comes into play tapped.
At the beginning of each player's upkeep, as long as Ouroboros Pendant is untapped, that player looks at the top and bottom cards of their library. Then that player may put the top card of their library on the bottom of their library. If that player doesn't, remove that card from the game.
If a player would draw a card, that player may put the bottom card of their library into their hand instead.

This card is a Howling Mine variant, that makes players' library top and bottom one and the same, greatly increasing the number of cards each player will see thoughout the game, without increasing number of cards drawn. And although your opponent gets the same benefit, unlike with Howling Mine, you get that benefit first since it comes into play tapped.

I don't like cards that severly accomodate cheaters, and as such I cannot endorse this card.

I've been squinting at it for a few minutes now, and I'm still not sure I entirely understand how this works. That's not likely a good thing.
Would this be a reasonable alternative? It's certainly simpler.

come on.  Do you realize how easy it would be to make sure that the bottom card of your library is a card that you want?  I can do it without any sort of practicing or anything.

This makes it WAY too easy to cheat, and everybody who uses it would probably have to deal with a judge because of suspicious opponents.

There is no way that this could ever be made.

Actually, now that you mention it, we do already have this in the Master List:

As long as Tome of Ancient Lore is untapped, players draw cards from the bottom of their libraries instead of the top.

And I don't think your cheating concerns are very well founded, given that your opponent gets to shuffle your library as well. (If you put it there with Impulse or something, then that's a feature, not a bug.)
