I'm trying to decide whether to only make it affect split second spells or to have it RFG itself as part of the cost.

You know what irks me the most?
That MaRo had the audacity to taint the good name of the Rakdos by including a justification for HoFLong in their article.

You should mention that the mana on the second ability is to allow you to counter split-second spells.

This card is super-way-too-good. I would probably make this tap for only {1}, still CIPT, and up the cost on the second activated ability by 2-4 mana.

Up the CC and make it produce 1 instead of U.

I like the idea, but a land that can counter, and produce colored mana, is just too powerfull.

Yes,Tarmogoyf is probably better than Chameleon Colossus, but comparing it to Tarmogoyf is like comparing your girlfriend to Carmen Electra - one's versatile and reliable, the other's just big and cheap.(And you'd run both if you could get away with)

If you just want a card that can counter split-second spells, an enchantment would probably work better. The idea of a counterspell-land gives me the heebie-jeebies.

I still don't like this, though, because it would be the first targeted mana ability, and that doesn't seem right.

Yawgatog suggested something similar to this:

Decelerate
Instant
2UU
Counter target spell.
Whenever a spell with Split Second is played, you may pay 2UU and remove this from the game. if you do, counter that spell.

Note, it doesn't actually work under the rules, because abilities can't trigger from hidden zones. It's coming! etc
