Split second (As long as this spell is on the stack, players can't play spells or activated abilities that aren't mana abilities.)
Counter target activated or triggered ability.
Activated or triggered abilities cannot be played by that card until end of turn.

Im not sure this slows down the format enough but it is a crazy tendrils hoser.

I had responded to you yesterday but the response became lost somehow.  I don't think Trickbind is strong enough to really bridle Tendrils-based decks; there's a discussion of this card in the Improvement Forum where I've gone into several reasons why.

What is the interaction between Suspend and Hesitation and/or Standstill?

Standstill definitely would have good synnergy with this if it doesnt give your opponent three cards when it finally resolves.

If the hesitation/standstill is still in the game by the time the suspended card resolves it will trigger just as if you played it from your hand.

From what we know now it looks like you "play" the card without paying its mana cost when the last time counter is removed.  I would think that triggers Standstill.
