So I suppose the partner phrase to that statement would be "If your opponent plays Mystical Teachings, you probably deserve to lose." Sound about right?

That's also correct.  I'm not advocating the card.  I'm just saying that IF any deck uses it, it will be because it consistently grabs bombs.  Personally, I'm stocking up on Cunning Wish right now to resell on the assumption that it's the best way of grabbing these cards.

I mean, for the price of Mystical Teachings + anything, you could just have an enormous Skeletal Scrying or Intuition->AK.

Any interest in putting together/maintaining a Github Git project that hosts proven decks of all major archetypes and documents their changes over time?

This has turned into a discussion about the strength of Split Second cards, instead of the strength of Mystical Teachings. While the targets that Teachings can retrieve are more powerful now than pre-Time Spiral due to Split Second, the objective truth is still that 4 mana is too much for a conditional tutor because a 3 mana tutor of that nature (Cunning Wish) is available, and because the format is generally too fast for a 1-for-1 tutor at that cost to do anything of consequence.

isn't hindering touch strictly better than this card at stopping storm combo decks?  notice how much that gets played?

also, I'm pretty sure locket of yesterdays doesn't work with flashback because by the time the cost reduction happens the car is on the stack.
