Is this too strong in limited to be uncommon?

It's really good in limited...but i'm not sure if its too strong, since you can't use him every turn. Maybe up the cost on the ability? like 2WW or 3WW

I don't like the 2WW idea.  That reminds me of Riptide Director, whose ability is far more powerful--and more "please don't splash me"--than tapping 2 creatures.  The cost of 2W is fine, I think.  If you change it around, it should be raising the casting cost or adjusting the p/t.

This guy is fine. Seven mana is a lot, even over two turns, and he's fragile. Hardly better than the 3R 1/2 global pinger from Ravnica.
