Instant 
Counter target spell if no mana was spent to play it.

Its probably the 2nd best 1 option for a 1 mana counter.  Reb* being the best 1 mana counter.  *- ok REB and Pyro are tied for 1st, but really its the same card!

This little number seems like a nice combination of mini-annul, and mini-Reb.

.... Thats not a terrible list.  Especially for a deck like Non-Red fish.

I will go out on a limb here and say I don't think it will see play.  Since not too many decks these days are mono U, I would ask myself if this card is better than Duress for helping me win the pitch-counter war.  Is it even better than adding in 1-2 more Misdirections? 

What deck could run this card?  I really can't see in maindeck, and I don't see it as an improvement on any SB cards.  What would you play it in?

I'd run Disrupt (or maybe even Force Spike) over this card in a heartbeat. It's way easier to play around.

Great in 20 years, how perfectly in flavor with the set's theme!

I'd guess that steve meant that the card would be great in 20 years because Vintage may evolve to use more and more spells that don't require mana.  This is based on the sheer fact that there will be more cards, and thus, more cards that require no mana.

I believe Land Grant and Daze was overlooked on the list of 0 Mana cards. Especially considering the amount of interest that Belcher has received lately.

I agree completely with the 20 year comment - aside from storm the most abuseable cards printed in recent years have been alternative casting cost cards.

True, but I doubt spending a 1-mana counterspell on Daze is going to be a very popular play.
