So I've always wanted to play some of the cool overcosted blue creatures (Arcanis I'm looking at you). I finally decided to make a casual deck, since a lot of people here aren't as competitive as me. I wanted it to be semi-competitive, and I wanted it to be Legacy legal because I think it would be borderline too good for casual if it was T1 legal.
Here is the list:
Mana:
4 Lotus Petal
4 Chrome Mox
14 Islands

Creatures:
2 Arcanis, the Omnipotent
2 Morphling
2 Venser, Shaper Savant

Spells:
4x Force of Will
4x Counterspell
4x Stifle
4x Fact or Fiction
4x Intuition
4x Accumulated Knowledge
4x Brainstorm
4x Isochron Scepter

Anyone have any suggestions of cool blue cards that aren't good enough to be competitive but are really fun?

I'm pretty sure you don't want Lotus Petals here. Being a slow deck, you want as much mana as you can muster each turn, not only the first. The Moxen could probably stay with the amount of card drawing and Scepters you have. I can't imagine Stifles being very amazing in casual; I'd cut them.

Not many of those cards besides Arcanis "aren't good enough to be competitive", actually. Here's some ideas (in the order they occur to me), most of which were either once good, or are just plain awesome:

May I suggest a snow theme?  Snow islands also gives you the snow rock (Coldsteel Heart), Rimefeather Owl and Scrying Sheets.  Other than that, you probably want some bounce for the Stick.  Considering how slow your win is, I would suggest extra counters, most likely Rune Snag.  I would also suggest more mana rocks (Mind Stone?) over Chrome Mox since you really don't accelerate into anything.  You only win by ramping to exceedingly large amounts of mana and dropping fatties, but Mind Stone is much better at helping you you ramp to 5s.  Mox is really only good for getting to 2 or 3 on 1 or 2.

Well from my limited amount of knowledge.... 14 lands for control is not good. drop the lotus petals for more islands and consider dropping others. I really like the chrome mox's as they are an awesome mana accelarator  and key to getting a scepter out on turn 1 which usually wrecks someone's day. I would say take out stifle(fetch lands are few and far between in casual games.) in place of boomerang. It also gives your scepter an awesome lock option. (not that locking your opponent at 1 land is extremely fun) I agree with the poster that mist dragon is an awesome way to kill someone compared to... well you know who. Great deck and maybe if you have time you can help me out with my control deck on the casual forums

Ophidian is a great card for most mono-blue decks. If you are playing playing nothing but islands, Vedalken Shackles is a fun card to put in mono-blue, it also allows you to deal with creatures that got through your counter. If you need more from your creatures you could always use Sword of Fire and Ice or Umezawa's Jitte.

Once you have a setup on the board I always used to play with standstills, another great draw card for control decks.

Post a updated deck list and let us know how it turns out. Mono Blue is a lot of fun.
