Effigial Blast is colorless.
Buyback {1}

This card can be used for a bunch of things.  it can be used as a mana dump, it can be used to up storm count, and it can also be used to cast "splice onto arcane" spells.  The card itself does nothing, yet it does so much with other cards.  I can think of some pretty powerful abuses, such as being combo'd with Tidespout Tyrant and turning it into a buybackable boomerang, but it is able to be countered, so that might keep it in check.

Am a crazy? Is something like this too powerful?

I'd be much more concerned about where you'd put such a narrow card in terms of Rarity. Stuff this narrow tends to be shunted into the Rare slot. Even giving it a rubber chicken ability would be better for the rarity aspect of the card than leaving it blank.

Try: "Artifact Creatures with Modular have trample" in a set with modular or similiar colourless mechanic.

I also think that making the card for the hole you want to fit it into and then trying to justify it is much harder than making a card and finding the holes it can fit into. (All my epic failures started out the wrong way!)

To me this falls under the same jurisdiction as "Lands that don't tap for mana".  Spells that don't actually have an independent effect upon casting are not exciting to me.  Especially those that are random enablers across blocks and formats; what set would you print this in, for example?  I know our Master List uses a multitude of keywords and abilities from different blocks, but I would argue that each one could be planted in the block where that keyword first came to be and would feel natural.  They didn't even come back to Arcane during Time Spiral, so I can't imagine where this guy would go.

Yeah, after posting it last night and sleeping on it, I don't like the arcane idea.  I went back and checked all the cards that splice, and I dont think any of them would really benefit from this card. 

I wasn't thinking of any kind of block to put it into when I created it.  I was just diggin through my box o junk and came across a couple of cards.  Evermind got me thinking about cards that don't really do anything by themselves, but enhance other spells.  Ghostflame, although requiring colored mana to cast, made me think about spells that are colorless.

If I were to give it an ability, what would be a fair one for it's mana cost?  I thought of these.  although the first one still does nothing upon resolution, it can still do something upon casting.  I think the second one may be undercosted.

"If the buyback cost was paid, put an 0/1 colorless effigy token into play.  That token remains in play until end of turn."

OR

"Remove target token from the game."

The reason is that I can't think of any ability that would be fairly costed at {1}.  Do you think putting a token into play for that cost would be fair, or destroying a token?  The reason why I was doing it as part of the buyback was not necessarily to do something new, but to sort of morph the buyback into a kicker as well.  Essentially the card does nothing at {1}, but for {2} the card actually does something.

This way it can't be abused by casting it at the end of turn and having it stick around like Waylay used to do, and I don't have to use the stupid wording for substance.
