Bored at work and felt like building up an old deck with a fairly new win condition. I'm trying to combine the old Rack tax draw engine with Painter's Grindstone as the wincon. It feels too slow for competitive Vintage play but, its kind of fun to mess around the old' kitchen table with.

I like the idea behind this deck; Parfait meets Painter.  My biggest criticism of the original Parfait decks back in 2001 was the lack of a good win condition.  Sacred Mesa was cute but not exactly anything to write home about.  Anyway, here are some thoughts in no particular order of importance.

I would almost always rather have Abeyance over Orim's Chant as I think it is in general a much better card.  Neither are terribly good vs. beatdown decks but at least Abeyance cycles itself.

If you aren't main decking Zorb, I don't see a good enough reason to main deck Planar Birth as it is not that impressive in and of itself.

Definitely ditch the Disenchants for Seal of Cleansing or Aura of Silence.  Disenchant doesn't have the synergy with Argivian Find that those enchantments have.  Argivian Find is amazing and I would want 4 of them main deck.

Oblivion Ring is great but ridiculously slow; I don't know. 

I can't really see an argument for running Path to Exile over Swords to Plowshares since you aren't winning via damage anyway.  Your opponent's life total will matter far less times than the number of times they get to grab a basic island.

I would drop the Helixes and maybe replace them with Pyroclasms if weenie decks are getting you down, as well as adding Zorb to the main.  Then again, 'clasm doesn't deal with Trygon Predator, so eh, I dunno.

Blood Moon is excellent and I would rather have extra copies of that then Bazaar's in my sideboard.  Also, I think even if you keep Bazaar's, Library of Leng is strictly inferior to a 4th copy of Argivian Find.
