No those decks are still playable in a format with Brainstorm being restricted just not top tier and they will just have to be decks that serve as role players when the meta is right for them to shine.
They aren't unplayable because of the meta. They're not viable because they are inherently underpowered compared to the main contenders at the moment as they lack a consistent engine. In other words, they're not viable for the exact same reason Flash is: the restrictions neutered their ability to compete effectively.
