RULES: 40 cards per deck Legacy banlist all sets legal 2 of each card (other than Basics and Basic Snows) maximum 15 card optional sideboards

You could call it "it's now even easier to find Time Vault".
It's not clear to me what you're trying to accomplish with this format, as basically the 20 weakest cards will get pushed out of existing Vintage archetypes.

Vintage is a lovely format, it's too bad so few people can play because the supply of power is so small.
Chess really changed when they decided to stop making Queens and Bishops. I'm just glad I got my copies before the prices went crazy.

If anything, I think I would consider raising the minimum deck size in Vintage before lowering it. How is this special beyond lowering the minimum deck size? Perhaps if cards were capped at no more than 3 or 2 copies, though people are already playing things close to RestrictedList.dec.

You may as well just select from an arbitrary set of rules unless you're going to lay out some ideas yourself on what you would like your new format to do. Otherwise your post seems awfully close to the "decklist with no discussion" pariah. Basically your format is Highlander 40 card Vintage. Now I could sit here and talk about what I think that format would be like (in summary: absurd), but this is your baby, so why not flesh out your idea a bit by telling us:
* Why you want this new format to exist * What goals you want for this new format * What kind of strategies you might think would be good * What its strengths as a format are (particularly, since this is TMD, why it might appeal to Vintage players) * What its weaknesses as a format are
Without something to start from you're asking us to do the heavy lifting of getting this discussion started. I doubt anyone here is much interested in doing that work for you, and besides, wouldn't you rather be the person in charge of your own thread rather than punting to someone else?

Why I want this format to exist: I want this format to be a format in which you can expect to win without having access to Black Lotus, Moxen, etc.
Strategies: This format, in a way, seems like it would make mill an amazing deck (Glimpse the Unthinkable takes over 1/4 of ones deck)
Strengths: Forcing people to make decks that require thinking and not just "Oh, that's good, I'll just put 4 in right now!" or "Let's take the entire restricted list and make it a deck!". I understand that these are extremes, but you get the point.
Weaknesses: Not entirely capturing the fun of Vintage by allowing Black Lotus, Moxen, and other restricted cards; then again, this isn't Vintage
On a side-note, I think that this format will have an interesting concept to it; being a 40-card-eternal format. Also, I edited the original post to include sample decklists.

Is there a compelling reason to do this instead of using Legacy's banlist? If 'mill' is supposed to be really good then I suspect Oath of Druids (albeit with only two copies of each combo part, and no Brainstorms) with Gaea's Blessings will quickly become a predator.

I had a brain fart and momentarily forgot about Legacy. OP edited. I agree that Oath of Druids and Gaea's Blessing would quickly become predators vs. mill decks. When playing this format, and playing Green, I personally would at the very least sideboard those two cards.

Well, Oath is banned in Legacy, that's why I mentioned it in particular.

Really? hmm, i guess before saying 'Legacy banned list' i should check the Legacy list. Gaea's Blessing should still be sideboarded in Green decks, imo.
